Is microshading a tattoo?

Hello,

I was explained the difference between permanent makeup and tattooing. It is in fact a question of depth, the tattoo artists go in the dermis whereas for the permanent make-up one remains on the superficial layer of the dermis... So it's not tattooing or we can say that it's a superficial tattooing...
